On Magocracy is an essay written by Zanbor Emerson about magocratic government. It was published in Kirin Tor Monthly and in some scholarly journals in Stormwind and Ironforge.

Introduction[]

Magocracy is the term used to describe a nation in which the government is run by those who practice magic. The term can be used to describe any government run by any kind of magic, but typically it has been used in regards to Arcane Magic. Magocracy is almost always paired with another type of government in order for the nation to function. These governments are only similar in that magi are the ones in positions of power. 

Magocratic-Democracy[]

Magocratic-Democracy is the least common type of magocracy only really seen in the government currently in power within the city of Dalaran. While non-magi do live and work in the city, most if not all of the power, lies in the magi of the Kirin Tor. Many in the Kirin Tor are a part of sub organizations such as the Magus Senate or the Silver Covenant. These organizations gather their members and debate and vote on issues facing the city, the various organizations send their bills to the Council of Six, the group that rules over the whole of Dalaran and is made up of the wisest and most powerful magi. They are the final stop in the city of Dalaran, their decisions are law. The Council of Six is not elected, the Council will choose new members for itself when their is a vacancy, though the members are often heavily lobbied by the various factions within the city to pick a person the faction favors. It is this process that allows the city of Dalaran to claim to be a Magocratic-Democracy. The following characteristics must be true in order to be a true Magocratic-Democracy, magi must make up most of the population; magi must be able to vote on policy or leadership; and finally magi must make up the majority of the leadership. Magocratic-Democracies are also far more liberal than other types of government such as monarchies and theocracies. Speech and expression are typically not restricted in Magocratic-Democracies, unlike its more conservative counterpart the Magocratic-Monarchy.

Magocratic-Monarchy[]

Magocratic-Monarchy is a more common form of Magocracy. it is typically seen among the elven populations of Azeroth, the most famous being the Highbourne and the High/Blood Elves.
