A petty kingdom is a described as minor or "petty" by contrast to an empire or unified kingdom that either preceded or succeeded it, or a minor kingdom in the immediate vicinity of larger kingdoms. Any and all petty kingdoms in Azeroth (and Draenor, Argus, etc.) might be found here. Keep in mind that your character would probably not know the historical or geographical details of all of them unless he or she did significant research or the details in question are well-known!
